Debra Headden, RPA
Managing Partner and Principal Broker

Debra Headden is the Managing Partner and Principal Broker of LEGACY Real Estate and Development. She earned a Bachelor's degree in Accounting from Tennessee Wesleyan College and started her professional career at the Chattanooga Publishing Company as an accounting manager. Debra currently serves on the Development Team for Barrier Properties, LLC and oversees the Property Management for Cambridge Square in Ooltewah, Tennessee. Prior to joining the Barrier Team in 2014, Debra oversaw the property management department for Hudson Companies, Inc. where her responsibilities included senior-level accounting, lease negotiation, and tenant relations.

She is currently an active member of the Greater Chattanooga Association of Realtors and the Chattanooga Chapter of Building Owners and Managers Association (BOMA). She has served as President of BOMA Chattanooga and currently holds the Real Property Administrator designation with BOMI International.

In addition to professional organizations, Ms. Headden serves as a Director for the Ooltewah Harrison Education Foundation (D9).

Barry Payne
Partner and Affiliate Broker

Barry is a Partner of LEGACY Real Estate and Development. He began his career as a home builder in 1987, then obtained his Real Estate License in 1989. He continues today with building, developing and selling real estate. This trifecta of real estate experience works well for his clients, providing expertise in buying and selling. Utilizing his background, Barry is able to help you prepare your home for sale, spotting potential problems and possibly helping with repairs or remodeling if necessary.

Barry is currently involved with the development of Cambridge Square and Hidden Lakes in Ooltewah, Tennessee and serves on the Hamilton County Planning Commission. He has been President of the Homebuilders Association and served on the Stormwater Board.

Peggy Payne, GRI, CRS
Affiliate Broker and Founder

Peggy began her career in Real Estate working with her husband in his home building business. She was a vital collaborator, reviewing architectural plans and offering recommendations for ways to improve each home's "livability". She also assisted in choosing fixtures and amenities, giving each home the added value of a "woman's touch". Once Peggy earned her Real Estate License in 1989, she parlayed all of her experience into providing her clients with the homes of their dreams.

Spending her first several years as an Agent with Huffaker Realtors (now Crye-Leike), Peggy claimed the top sales spot on numerous occasions. In 1997, Peggy and several partners purchased ReMax Properties of Chattanooga and proceeded to grow the agency, making ReMax a household name in the area.

After selling her interest in ReMax Properties, Peggy joined LEGACY Real Estate and Developmentas Broker and active agent, offering them the benefit of her years of selling expertise, as well as her design and decorative skills. Peggy, licensed in Tennessee and Georgia, is a vital part of the LEGACY Team, adding a kaleidoscope of experience to each of our clients. Peggy is Licensed in Tennessee and Georgia..
Ken Collier

Ken is an Affiliate Broker at LEGACY Real Estate and Development, LLC. He began his real estate career in 1996, when he joined Re/Max Properties. For 10+ years, Ken managed the office and established an extensive agent training program to help new and veteran agents understand the tools and technology necessary in today's busy real estate market. Since then, Ken has used that knowledge and experience to help clients find and purchase their dream homes.

Ken is a life-long resident of Chattanooga. Married with three children, he understands that selling and buying a new home can be stressful. He is dedicated to helping make the listing and purchasing process a great experience. This is one of the biggest decisions in a person's life; it should be exciting and joyful. Becky Lockwood

Becky is an Affiliate Broker with LEGACY Real Estate and Development, LLC. She began her real estate career in 2006, when she joined Re/Max Properties. She worked with Re/Max Properties for almost 5 years until the time she joined Coldwell Banker Pryor Realty. She joined the Relocation Team at Coldwell Banker Pryor Realty, working with buyers relocating to the area and sellers relocating out of the area, assisting them in obtaining the maximum price for their homes while selling within a short time frame. She quickly became one of the Top Selling Agents with Coldwell Banker Pryor Realty for the next 5 years. Becky joined the Legacy Team in the Fall of 2015. She has maintained her average selling status in the area MLS as being in the top 3-4% at all times.

Becky is a lifelong resident in the area. She is married with one daughter and two step-children. She and her husband have 6 fabulous grandchildren, all who live nearby and attend schools in the area. She attends Silverdale Baptist Church and is a member of small group where they are involved in local Y-Cap program.

Becky recognizes that obtaining the dream of home ownership comes with a lot of responsibility. Her goal is to make the buying experience as pleasant and enjoyable as possible for every buyer she works with. Then, when the owner is ready to sell their home, she will take the time to provide the homeowner with the most up to date market analysis and information available, so that the sellers will be educated throughout the process of selling their home.
